Question No. 3

Shall the City of Lee's Summit, Missouri, issue its general obligation bonds in the amount of $4,675,000 for the purpose of constructing road improvements and acquiring necessary rights-of-way including improvements to Strother Road and to View High Drive and I-470?

Strother Road Improvements

Proposed road improvements in this 2010 “No Tax Increase" Bond Issue include the reconstruction of Strother Road from Hagen to Lee’s Summit Road for $3.675 million.  This current stretch of Strother Road is narrow and substandard in its construction. The proposed reconstruction, identified in the 2006 Thoroughfare Master Plan, will consist of building a new road just to the north of the existing one.  The new Strother Road will tie the new interchange at I-470 with an improved interchange at Lee’s Summit Road allowing for more direct access to Truman Medical Center at Lakewood, better access to the business and industries in the area and alleviate traffic congestion in the northern portion of the City.

View High & I-470 Improvements

Improvements at the interchange of View High and I-470 are also proposed for $1 million.  These improvements include the construction of traffic signals and turn lanes that will be built when development begins.

This project is included in the citizen's Lee's Summit 360º Strategic Plan.
